A CONCURRENT RESOLUTION 1 Directing the Joint State Government Commission to establish a 2 task force to study the issue of alternative voting methods 3 in the Commonwealth and to make recommendations to the 4 General Assembly. 5 WHEREAS, The Commonwealth has a vital interest in maintaining 6 a high level of voter participation in elections; and 7 WHEREAS, Voter turnout has declined steadily in the past 8 decade; and 9 WHEREAS, Numerous states have conducted studies on 10 alternative voting methods, including voting via the Internet; 11 and 12 WHEREAS, There is a need for a comprehensive bicameral and 13 bipartisan inquiry into alternative voting methods; therefore be 14 it 15 RESOLVED (the House of Representatives concurring), That the 16 General Assembly direct the Joint State Government Commission to 17 establish a task force of four members of the Senate and four 18 members of the House of Representatives to undertake a study of
1 alternative methods of voting and to make recommendations; and 2 be it further 3 RESOLVED, That the President pro tempore of the Senate and 4 the Minority Leader of the Senate, the Speaker of the House of 5 Representatives and the Minority Leader of the House of 6 Representatives each appoint two members to the task force; and 7 be it further 8 RESOLVED, That the task force is authorized to create an 9 advisory committee to assist the task force, composed of 10 individuals deemed appropriate by the task force; and be it 11 further 12 RESOLVED, That the task force present its findings and 13 recommendations to the General Assembly.
