SENATE BILL

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for licensing eligibility.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  Section 1503(c) of Title 75 of the Pennsylvania
     6  Consolidated Statutes is amended by adding a paragraph to read:
     7  § 1503.  Persons ineligible for licensing; license issuance to
     8             minors; junior driver's license.
     9     * * *
    10     (c)  Junior driver's license.--The department may issue a
    11  junior driver's license to a person 16 or 17 years of age under
    12  rules and regulations adopted by the department and subject to
    13  the provisions of this section. A junior driver's license shall
    14  automatically become a regular driver's license when the junior
    15  driver attains 18 years of age.

    17         (5)  A licensed junior driver shall not drive a vehicle


     1     in which there are more than two passengers under 21 years of
     2     age unless the licensed junior driver is accompanied by a
     3     spouse 18 years of age or older, a parent or a person in loco
     4     parentis.
     5     Section 2.  This act shall take effect immediately.
