SENATE RESOLUTION

No. 166 Session of 1990


        INTRODUCED BY PECORA, REGOLI, SCANLON, SALVATORE, HOPPER,
           WENGER, PETERSON, SHUMAKER, GREENWOOD, WILT, STAPLETON,
           O'PAKE, HELFRICK, PORTERFIELD, AFFLERBACH, SHAFFER, ROCKS,
           JUBELIRER AND BRIGHTBILL, MAY 23, 1990

        REFERRED TO PUBLIC HEALTH AND WELFARE, MAY 23, 1990

                                  A RESOLUTION

     1  Declaring the week of October 7 through 13, 1990, as "Mental
     2     Illness Awareness Week."

     3     WHEREAS, The mentally disturbed have long been viewed by many
     4  people with a combination of apprehension and revulsion; and
     5     WHEREAS, Throughout history, the mentally disturbed have been
     6  rejected, ill-treated or neglected; and
     7     WHEREAS, Treatment of the mentally disturbed fortunately no
     8  longer involves routine shackling such as was performed at the
     9  infamous Bedlam Asylum, but the mentally disturbed are still
    10  held captive by the stigma of mental illness; and
    11     WHEREAS, The plight of the mentally disturbed will improve if
    12  citizens of this Commonwealth begin to understand mental illness
    13  and the fact that it strikes all people, regardless of race,
    14  socioeconomic status, sex or age; therefore be it
    15     RESOLVED, That the Senate declare the week of October 7
    16  through 13, 1990, as "Mental Illness Awareness Week" in
    17  Pennsylvania.
