                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, relating to the reduction of certain speed limits.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  Section 3363 of Title 75 of the Pennsylvania
     6  Consolidated Statutes is amended to read:
     7  § 3363.  Alteration of maximum limits.
     8     The department or local authorities on highways under their
     9  respective jurisdictions, upon the basis of an engineering and
    10  traffic investigation, may determine that the maximum speed
    11  permitted under this subchapter is greater or less than is
    12  reasonable and safe under the conditions found to exist upon any
    13  such highway or part thereof and establish a reasonable and safe
    14  maximum limit. The maximum speed limit may be made effective at
    15  all times or at times indicated and may vary for different
    16  weather conditions and other factors bearing on safe speeds. No
    17  maximum speed greater than 55 miles per hour shall be


     1  established under this section. The department shall reduce the
     2  speed limit on State highways located in municipalities, other
     3  than limited access highways, when a reduction is requested by
     4  the local authorities by means of an ordinance or resolution
     5  duly adopted by the governing body of the local authority. The
     6  request shall be accompanied by an engineering study that finds
     7  that the existing speed limit is excessive.
     8     Section 2.  This act shall take effect in 90 days.
