SENATE RESOLUTION

No. 180 Session of 2000


        INTRODUCED BY RHOADES, JUNE 2, 2000

        REFERRED TO EDUCATION, JUNE 2, 2000

                            A CONCURRENT RESOLUTION

     1  Requesting the Pennsylvania Higher Education Assistance Agency
     2     to prepare a report on attaining college degrees within four
     3     years.

     4     WHEREAS, Traditionally, students have been able to attain
     5  college degrees in a period of four years; and
     6     WHEREAS, Recently, it has been taking many students five or
     7  more years to attain college degrees; and
     8     WHEREAS, This impacts upon the cost of a college education
     9  and adds to student debt and to financial aid for college
    10  education provided by the Commonwealth; therefore be it
    11     RESOLVED (the House of Representatives concurring), That the
    12  General Assembly request the Pennsylvania Higher Education
    13  Assistance Agency to study and investigate the attainment of
    14  bachelor's degrees by students, at institutions which are part
    15  of the State System of Higher Education, at State-related
    16  education institutions and at private institutions of higher
    17  education, in four-year periods as opposed to longer periods;
    18  and be it further

     1     RESOLVED, That the study and investigation focus on students
     2  who have received bachelor's degrees, determining whether the
     3  degrees were attained in four years or in five or more years
     4  and, if in five or more years, determining why; and be it
     5  further
     6     RESOLVED, That the investigation and study compare curriculum
     7  requirements with offered courses; and be it further
     8     RESOLVED, That, by October 1, 2001, the agency make a report
     9  of its study and investigation, together with recommendations
    10  for such legislation as it deems appropriate, to the Secretary
    11  of the Senate, the Education Committee of the Senate, the Chief
    12  Clerk of the House of Representatives and the Education
    13  Committee of the House of Representatives.
