SENATE RESOLUTION

No. 185 Session of 1990


        INTRODUCED BY WENGER, LEWIS, BAKER, HOLL, SCANLON, JUBELIRER,
           BRIGHTBILL, O'PAKE, PECORA, STAPLETON, CORMAN, HOPPER,
           REIBMAN, SALVATORE, HELFRICK AND WILT, SEPTEMBER 24, 1990

        INTRODUCED AND ADOPTED, SEPTEMBER 24, 1990

                                  A RESOLUTION

     1  Acknowledging and supporting acceptance of the Bill of
     2     Responsibilities developed by the Freedoms Foundation at
     3     Valley Forge.

     4     WHEREAS, The Bill of Rights, the first ten amendments to the
     5  United States Constitution, was adopted on December 15, 1791;
     6  and
     7     WHEREAS, The Bill of Rights guarantees various individual
     8  rights and imposes limitations on government; and
     9     WHEREAS, Rights and responsibilities in a free society are
    10  inextricably bound; and
    11     WHEREAS, It is essential for our National well-being that
    12  citizens accept responsibilities; and
    13     WHEREAS, The Freedoms Foundation at Valley Forge has
    14  developed a Bill of Responsibilities to assist citizens in
    15  better understanding the critical and essential balance between
    16  rights and responsibilities; and
    17     WHEREAS, Acceptance of the following responsibilities,
    18  constituting the Bill of Responsibilities, is vital to

     1  maintenance of a free society:
     2         (1)  To be fully responsible for our own actions and for
     3     the consequences of those actions.
     4         (2)  To respect the rights and beliefs of others.
     5         (3)  To give sympathy, understanding and help to others.
     6         (4)  To do our best to meet our own and our families'
     7     needs.
     8         (5)  To respect and obey the laws.
     9         (6)  To respect the property of others, both private and
    10     public.
    11         (7)  To share with others our appreciation of the
    12     benefits and obligations of freedom.
    13         (8)  To participate constructively in the Nation's
    14     political life.
    15         (9)  To help freedom survive by assuming personal
    16     responsibility for its defense.
    17         (10)  To respect the rights and to meet the
    18     responsibilities on which our liberty rests and our democracy
    19     depends; therefore be it
    20     RESOLVED, That the Senate of Pennsylvania acknowledge and
    21  support acceptance of the responsibilities contained in the
    22  Freedoms Foundation at Valley Forge's Bill of Responsibilities,
    23  and call upon the citizens of this Commonwealth to accept them.
