SENATE RESOLUTION

        INTRODUCED BY C. WILLIAMS, COSTA, KITCHEN, SCHWARTZ, O'PAKE,
           STOUT, WAGNER, ORIE, A. WILLIAMS, HELFRICK, KUKOVICH,
           RHOADES, LOGAN AND FUMO, APRIL 11, 2002

        REFERRED TO BANKING AND INSURANCE, APRIL 11, 2002

                                  A RESOLUTION

     1  Directing the Legislative Budget and Finance Committee to study
     2     and report on health insurance discount options for child-
     3     care providers through group pooling.

     4     WHEREAS, One-quarter of child-care workers have no health
     5  insurance benefits at all versus 11% of the total work force;
     6  and
     7     WHEREAS, Nearly two-thirds of all children under five years
     8  of age are in child care; and
     9     WHEREAS, Consistency in child care has been found to be
    10  extremely important to a child's well-being; and
    11     WHEREAS, Low pay and lack of benefits is causing a higher
    12  rate of job turnover in the child-care field; therefore be it
    13     RESOLVED, That the Senate direct the Legislative Budget and
    14  Finance Committee to study and report on health insurance
    15  discount options for child-care providers through group pooling;
    16  and be it further
    17     RESOLVED, That the committee report its findings, together
    18  with recommendation for remedial legislation or other

     1  appropriate action, at the earliest practicable date to the
     2  Senate.
