AN ACT 1 Amending the act of June 24, 1968 (P.L.237, No.111), entitled 2 "An act specifically authorizing collective bargaining 3 between policemen and firemen and their public employers; 4 providing for arbitration in order to settle disputes, and 5 requiring compliance with collective bargaining agreements 6 and findings of arbitrators," further providing for the 7 composition and selection of the board of arbitration. 8 The General Assembly of the Commonwealth of Pennsylvania 9 hereby enacts as follows: 10 Section 1. Section 4(b) of the act of June 24, 1968 11 (P.L.237, No.111), referred to as the Policemen and Firemen 12 Collective Bargaining Act, is amended to read: 13 Section 4. * * * 14 (b) The board of arbitration shall be composed of three 15 persons, one appointed by the public employer, one appointed by 16 the body of policemen or firemen involved, and a third member to 17 be agreed upon by the public employer and such policemen or 18 firemen. The members of the board representing the public 19 employer and the policemen or firemen shall be named within five 20 days from the date of the request for the appointment of such
1 board. If, after a period of ten days from the date of the 2 appointment of the two arbitrators appointed by the public 3 employer and by the policemen or firemen, the third arbitrator 4 has not been selected by them, then either arbitrator may 5 request the American Arbitration Association, or its successor 6 in function, to [furnish a list of three members] choose by 7 lottery a member of said association who [are residents] is a 8 resident of Pennsylvania [from which the third arbitrator shall 9 be selected. The arbitrator appointed by the public employer 10 shall eliminate one name from the list within five days after 11 publication of the list, following which the arbitrator 12 appointed by the policemen or firemen shall eliminate one name 13 from the list within five days thereafter. The individual whose 14 name remains on the list shall be the third arbitrator] and 15 shall act as chairman of the board of arbitration. The board of 16 arbitration thus established shall commence the arbitration 17 proceedings within ten days after the third arbitrator is 18 selected and shall make its determination within thirty days 19 after the appointment of the third arbitrator. 20 Section 2.
