A RESOLUTION 1 Calling on the Federal Government to take all necessary and 2 appropriate action to ensure foreign nations establish and 3 maintain open and competitive markets for United States 4 exports. 5 WHEREAS, The Commonwealth of Pennsylvania benefits 6 significantly from the exporting of goods and services to 7 foreign markets; and 8 WHEREAS, The United States Trade Representative has reported 9 in the National Trade Estimate Report on numerous barriers in 10 foreign markets to United States exports, including exports of 11 agricultural commodities, automobiles, consumer photographic 12 film and paper, semiconductors and steel products; and 13 WHEREAS, The United States Trade Representative engaged over 14 the last several years in an intensive investigation of the 15 Japanese distribution system and its impact on United States 16 exports and determined that market barriers exist to certain 17 United States exports; and 18 WHEREAS, Pennsylvania companies have experienced unreasonable 19 quality assurance requirements for their products going to
1 foreign markets and complicated distribution processes when 2 goods are unloaded at foreign ports; and 3 WHEREAS, These trade practices are not reciprocated in the 4 United States as barriers impeding foreign imports, and these 5 unfair business requirements and restrictions on market access 6 in Japan and other foreign countries affect companies, workers 7 and the economy of this Commonwealth; therefore be it 8 RESOLVED, That the Senate of the Commonwealth of Pennsylvania 9 call on the Federal Government to take all necessary and 10 appropriate action to ensure that Japan and other foreign 11 nations establish and maintain open competitive markets for 12 United States exports; and be it further 13 RESOLVED, That copies of this resolution be transmitted to 14 each member of the Pennsylvania congressional delegation, the 15 United States Trade Representative, the Japanese Ambassador to 16 the United States and the President of the United States.
