AN ACT

 

1Amending the act of July 9, 2008 (1st Sp.Sess., P.L.1873, No.1),
2entitled "An act providing for alternative sources of energy;
3establishing the Alternative Energy Development Program, the
4Consumer Energy Program, the Home Energy Efficiency Loan
5Program, the Home Energy Efficiency Loan Fund and the
6Alternative Energy Production Tax Credit Program; and
7providing for the powers and duties of the Department of
8Environmental Protection," further providing for alternative
9and clean energy supply chain initiatives.

10The General Assembly of the Commonwealth of Pennsylvania
11hereby enacts as follows:

12Section 1. The act of July 9, 2008 (1st Sp.Sess., P.L.1873,
13No.1), known as the Alternative Energy Investment Act, is
14amended by adding a section to read:

15Section 308. Alternative and clean energy supply chain
16initiatives.

17(a) Development.--The Department of Community and Economic
18Development, in cooperation with local industrial resource
19centers, shall develop alternative and clean energy supply chain
20initiatives to assist the development of clean energy industries

1within this Commonwealth. The initiatives shall at a minimum:

2(1) Promote cooperation among manufacturers, suppliers
3and State and local governments for purposes of expediting
4the safe development of the clean energy industries.

5(2) Identify and remedy deficiencies in the
6Commonwealth's existing clean energy supply chain.

7(3) Develop incentives to encourage the use of
8Pennsylvania-based suppliers and the employment of residents
9of this Commonwealth within clean energy industries.

10(b) Database.--Industrial resource centers shall be
11responsible for developing a database of the local supplier
12network within their service regions and encourage alternative
13energy companies, including those companies participating in the
14Commonwealth's Marcellus Shale drilling industry, to further
15develop and encourage the use of the Pennsylvania-based
16suppliers to support their operations.

17Section 2. This act shall take effect in 60 days.
