THE GENERAL ASSEMBLY OF PENNSYLVANIA


SENATE RESOLUTION

No. 242 Session of 1998


        INTRODUCED BY KASUNIC, HELFRICK, STOUT, BELAN, STAPLETON, COSTA,
           KUKOVICH AND RHOADES, NOVEMBER 6, 1998

        REFERRED TO INTERGOVERNMENTAL AFFAIRS, NOVEMBER 6, 1998

                            A CONCURRENT RESOLUTION

     1  Memorializing Congress to support legislation prohibiting access
     2     to Social Security numbers absent written consent.

     3     WHEREAS, Advances in technology and communication have made
     4  access to information from many sources readily and easily
     5  available to countless parties worldwide; and
     6     WHEREAS, The Social Security Administration and other
     7  agencies of the Federal Government collect and retain a vast
     8  amount of information regarding the finances of the citizens of
     9  the United States; and
    10     WHEREAS, Information such as Social Security numbers, names
    11  and addresses, income levels and sources as well as other
    12  financial data has been used in the past to the detriment of our
    13  citizens, particularly older Americans; and
    14     WHEREAS, The Federal Government has mandated each state to
    15  require applicants for recreational licenses such as hunting
    16  licenses and fishing licenses to provide their Social Security
    17  numbers; and


     1     WHEREAS, The Commonwealth of Pennsylvania has implemented
     2  this particular Federal mandate; and
     3     WHEREAS, Expanded access to the records of the Social
     4  Security Administration and other agencies of the Federal
     5  Government will make it easier for this information to be
     6  misused to the detriment of our citizens and particularly our
     7  senior citizens; therefore be it
     8     RESOLVED (the House of Representatives concurring), That the
     9  General Assembly memorialize Congress to support legislation
    10  that would prevent personal information retained by the Social
    11  Security Administration and other agencies of the Federal
    12  Government, including names, addresses, Social Security numbers,
    13  income levels, income sources and other financial data, from
    14  being accessed by the public by any means without the written
    15  consent of the individual identified in such data; and be it
    16  further
    17     RESOLVED, That copies of this resolution be transmitted to
    18  the President of the United States, to the presiding officers of
    19  each house of Congress and to each member of Congress from
    20  Pennsylvania.
