No. 247 Session of 2006


        INTRODUCED BY PILEGGI, BOSCOLA, FERLO, KASUNIC, MADIGAN, WENGER,
           EARLL, PICCOLA, FONTANA, RAFFERTY, COSTA, ERICKSON,
           ARMSTRONG, C. WILLIAMS, TARTAGLIONE, PIPPY, KITCHEN, BROWNE,
           LOGAN, CONTI, RHOADES, FUMO, GREENLEAF, O'PAKE, ROBBINS,
           MUSTO, D. WHITE, BRIGHTBILL, LEMMOND, STOUT AND ORIE,

        REFERRED TO JUDICIARY, MARCH 17, 2006

                                  A RESOLUTION

     1  Designating the week of April 16 through 22, 2006, as "Weed and
     2     Seed Week" in Pennsylvania.

     3     WHEREAS, "Weed and Seed" is a United States Department of
     4  Justice initiative, created in 1992, that is aimed at
     5  revitalizing neighborhoods suffering from high rates of crime
     6  through a community-based strategy which combines an innovative,
     7  comprehensive, multiagency approach to law enforcement, crime
     8  prevention and community revitalization; and
     9     WHEREAS, "Weed and Seed" is more than a grant program, it is
    10  a strategy that aims to prevent, control and reduce violent
    11  crime, drug abuse and gang activity in targeted high-crime
    12  neighborhoods across the country; and
    13     WHEREAS, "Weed and Seed" stands for a two-pronged strategy,
    14  wherein:
    15         (1)  law enforcement agencies and prosecutors cooperate
    16     in "weeding out" violent criminals and drug abusers; and

     1         (2)  public agencies and community-based private
     2     organizations collaborate to "seed" much-needed human
     3     services, including prevention, intervention, treatment and
     4     neighborhood restoration programs;
     5  and
     6     WHEREAS, Under the leadership of the Pennsylvania Commission
     7  on Crime and Delinquency, Pennsylvania's Weed and Seed program
     8  builds upon the strengths of the Federal initiative, while also
     9  adding new and promising strategies developed to target smaller
    10  Pennsylvania communities that have crime problems, but do not
    11  have the Federal program; and
    12     WHEREAS, Pennsylvania's "weeding" effort is based on a
    13  collaborative partnership between local law enforcement and the
    14  Pennsylvania State Police to reduce crime and the fear of crime
    15  to set the stage for community revitalization; and
    16     WHEREAS, Pennsylvania's "seeding" effort involves
    17  collaboration at multiple levels, including nonprofit
    18  organizations which provide employment, training, education and
    19  health services and diverse public agencies, including State,
    20  county and local departments, as well as, the private sector;
    21  and
    22     WHEREAS, The objectives of the program involve education,
    23  home ownership, employment, medical treatment and
    24  entrepreneurship, in addition to law enforcement, to improve
    25  quality of life and give hope to residents of distressed
    26  neighborhoods; therefore be it
    27     RESOLVED, That the Senate designate the week of April 16
    28  through 22, 2006, as "Weed and Seed Week" in Pennsylvania and
    29  express congratulations and appreciation for Weed and Seed
    30  strategies across this Commonwealth on the occasion of "Weed and
