SENATE RESOLUTION

No. 256 Session of 2002


        INTRODUCED BY ORIE, KUKOVICH, BOSCOLA, M. WHITE, MUSTO, LEMMOND,
           COSTA, LOGAN, TARTAGLIONE, A. WILLIAMS, MOWERY, SCHWARTZ,
           KITCHEN, LAVALLE, CONTI, C. WILLIAMS AND STACK, JUNE 19, 2002

        INTRODUCED AND ADOPTED, JUNE 19, 2002

                                  A RESOLUTION

     1  Urging the President of the United States, the Secretary of
     2     Education and the Congress to reconsider any decision to
     3     reopen longstanding Title IX athletics policies that have
     4     expanded opportunities for millions of female athletes.

     5     WHEREAS, Title IX requires schools and colleges receiving
     6  Federal funds to give women and girls an equal chance to play
     7  sports and to treat men and women equally when it comes to
     8  athletic scholarships, coaching and facilities; and
     9     WHEREAS, As a result of new opportunities created by Title
    10  IX, the number of female athletes is now nearly five times the
    11  pre-Title IX rate; and
    12     WHEREAS, Despite these improvements, resources for women's
    13  athletic programs continue to lag behind men's; and
    14     WHEREAS, Women are 53% of the student body at Division I
    15  colleges but only 41% of the athletes; and
    16     WHEREAS, Women get only 36% of overall athletic operating
    17  budgets; and
    18     WHEREAS, At the high school level, the inequitable treatment


     1  girls receive can be far worse; therefore be it
     2     RESOLVED, That the Senate of the Commonwealth of
     3  Pennsylvania, on the eve of the 30th anniversary of Title IX,
     4  urge the President of the United States, the Secretary of
     5  Education and the Congress not to roll back Title IX protections
     6  and remind them that gender equity in sports has not yet been
     7  achieved, that participating in athletics has an enormous
     8  positive impact on the lives of women and girls and that girls
     9  who play sports have higher grades, higher standardized test
    10  scores and lower rates of teen pregnancy than nonathletes.
