1Authorizing and directing the Department of Transportation to
2erect sound barriers on certain sections of Interstate 95 in
3Bensalem Township, Bucks County, Pennsylvania, with the
4Pennsylvania Turnpike Commission to pay certain costs
5associated with the project.

6The General Assembly of the Commonwealth of Pennsylvania
7hereby enacts as follows:

8Section 1.  Construction.

9The Department of Transportation shall erect sound barriers
10on both the northbound and southbound sections of Interstate 95
11in Bensalem Township, Bucks County, Pennsylvania, as described
12in section 2.

13Section 2.  Location.

14The location of the sound barriers are:

15(1)  The northbound section of Interstate 95 (I-95) are
16as follows:

17(i)  Corner of Oak Lane and I-95 (mile marker 37.2)
18through to Vandergrift Lane and I-95 (mile marker 37.5).

19(ii)  Kleckner Road and I-95 (mile marker 38.1)
20through to Dunston Road and I-95 (mile marker 38.4).

1(iii)  Laurel Avenue (mile marker 33.9) to Tennis
2Avenue (mile marker 34.2).

3(iv)  Maria Court (mile marker 34.3) to Kings Lane
4(mile marker 34.4).

5(2)  The southbound sections shall be erected between:

6(i)  Neshaminy Creek (mile marker 38.4) and the
7intersection of State Route 13 (mile marker 37.2).

8(ii)  Frieda Street (mile marker 35.4) to Station
9Avenue (mile marker 35.0).

10Section 3.  Funding.

11(a)  Primary funding.--Except as provided in subsection (b),
12all costs associated with the construction of the sound barriers
13described in section 2 shall be borne by the Pennsylvania
14Turnpike Commission.

15(b)  Other funding.--Any moneys appropriated or allocated
16from any other source which may be designated for sound barriers
17as described in section 2 shall be applied first to this
18project.

19Section 4.  Design and materials.

20The design for and materials used in the construction of the
21sound barriers shall be of the design and type that is most
22suited for use in this area.

23Section 5.  Completion date.

24The sound barriers described in section 2 shall be completed
25prior to the Pennsylvania Turnpike interchange, to be located in
26the area of the sound barriers, being open to traffic.

27Section 6.  Contingency.

28The project to erect sound barriers referred to in this act
29is contingent upon the completion of the proposed Pennsylvania
30Turnpike interchange with I-95.

1Section 10.  Effective date.

2This act shall take effect immediately.
