                                     AN ACT

     1  Amending Title 66 (Public Utilities) of the Pennsylvania
     2     Consolidated Statutes, providing for account information.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  Title 66 of the Pennsylvania Consolidated
     6  Statutes is amended by adding a section to read:
     7  § 1509.1.  Account information.
     8     (a)  General rule.--A utility shall provide customer billing
     9  information only to the customer, authorized agent of the
    10  customer, a person having a written customer consent, or to a
    11  person with a valid court order or subpoena requiring production
    12  of that information. However, if a utility receives a request
    13  for consumption information from a bona fide prospective tenant
    14  or a purchaser of a premises, the utility shall provide the
    15  requesting party with the equal monthly billing amount for the
    16  premises based upon the existing customer's usage. No
    17  information regarding the existing customer's name, current

     1  address, telephone number, account number, payment history or
     2  any other information shall be provided.
     3     (b)  Exception.--A utility shall not be responsible for
     4  providing consumption or billing information if the utility no
     5  longer renders bills for the subject premises as a result of a
     6  pilot program, a restructuring plan or changes in the
     7  commission's rules, regulations or governing statutes.
     8     Section 2.  This act shall take effect in 60 days.
