A CONCURRENT RESOLUTION
Urging the Congress of the United States to propose an amendment
entitled the "Regulation Freedom Amendment" to the
Constitution of the United States, which shall mandate
Congressional approval of any regulation opposed by at least
one quarter of the members of the House of Representatives of
the United States.
WHEREAS, The growth and abuse of Federal regulatory authority
threaten our Constitutional liberties, including those
guaranteed by the Bill of Rights in the First, Second, Fourth
and Fifth Amendments of our Constitution; and
WHEREAS, Federal regulators must be held accountable to the
elected representatives of the people; and
WHEREAS, The United States House of Representatives has
passed, with bipartisan support, the Regulations From the
Executive In Need of Scrutiny Act, or REIN Act, to require that
Congress approve any major new Federal regulation before the
regulation takes effect; and
WHEREAS, Even if enacted, however, a law such as the REIN
Act, may be repealed or waived by a future Congress and
