           STOUT, SCHWARTZ, WAGNER, DENT, PIPPY, PICCOLA, ERICKSON,
           KITCHEN, THOMPSON, ORIE, COSTA, KUKOVICH, TARTAGLIONE,
           RAFFERTY, KASUNIC, MOWERY, MUSTO, PILEGGI, ARMSTRONG,
           BOSCOLA, LOGAN, LEMMOND, CONTI, EARLL, WENGER, WONDERLING,
           WAUGH, FERLO, STACK, TOMLINSON AND LAVALLE, NOVEMBER 8, 2004

        INTRODUCED AND ADOPTED, NOVEMBER 8, 2004

                                  A RESOLUTION

     1  Observing the week of October 18 through 22, 2004, as "National
     2     Safe Schools Week" in Pennsylvania.

     3     WHEREAS, Schools make substantial contributions to the future
     4  of our nation and to the development of our nation's young
     5  people as knowledgeable, responsible and productive citizens;
     6  and
     7     WHEREAS, Excellence in education depends on safe, secure and
     8  peaceful school settings; and
     9     WHEREAS, Crime and violence jeopardize the safety and well-
    10  being of students, teachers and school staff members; and
    11     WHEREAS, Abuse, gangs, bullying, poor discipline, vandalism
    12  and absenteeism are some of the problems in our schools; and
    13     WHEREAS, All citizens are responsible for enhancing the
    14  learning experiences of young people by helping to ensure fair
    15  and effective discipline, promote good citizenship and provide
    16  for school safety and security; and

     1     WHEREAS, All leaders, especially those in education, law
     2  enforcement, government and business, should eagerly collaborate
     3  to focus public attention on school safety and to identify,
     4  develop and promote innovative answers to critical safety
     5  issues; and
     6     WHEREAS, Throughout the United States, numerous schools,
     7  school districts and national organizations such as SPEAK UP--
     8  which offers a toll-free hotline (866-SPEAK-UP) to anonymously
     9  report weapon-related threats--are instituting antiviolence
    10  strategies; and
    11     WHEREAS, Observance of "National Safe Schools Week"
    12  substantially promotes efforts to provide positive and safe
    13  learning in all our nation's schools; therefore be it
    14     RESOLVED, That the Senate observe the week of October 18
    15  through 22, 2004, as "National Safe Schools Week" in
    16  Pennsylvania.
