        INTRODUCED BY WAGNER, MELLOW, KITCHEN, FERLO, KUKOVICH, PILEGGI,
           KASUNIC, ORIE, COSTA, LEMMOND, THOMPSON, O'PAKE, MUSTO,
           SCHWARTZ, STOUT, ERICKSON, RAFFERTY, DENT, WENGER,
           TARTAGLIONE, BOSCOLA, PIPPY, CONTI, STACK, FUMO, GREENLEAF,
           TOMLINSON, LAVALLE, LOGAN, ARMSTRONG, WAUGH, C. WILLIAMS AND
           WONDERLING, NOVEMBER 9, 2004

        INTRODUCED AND ADOPTED, NOVEMBER 9, 2004

                                  A RESOLUTION

     1  Designating the month of November 2004 as "Adoption Awareness
     2     Month" in Pennsylvania.

     3     WHEREAS, Every child deserves to be part of a safe, loving
     4  and permanent family; and
     5     WHEREAS, More than 3,300 children in the Commonwealth's
     6  foster care system have a goal of adoption, including more than
     7  1,100 children for whom no adoptive family has been identified;
     8  and
     9     WHEREAS, Since 1992 more than 17,000 children in the
    10  Commonwealth's foster care system have been served by the
    11  Statewide Adoption Network (SWAN); and
    12     WHEREAS, Adoption gives children a brighter future, brings
    13  great joy to the adoptive family and reduces demands on social
    14  services; and
    15     WHEREAS, Most children waiting for an adoptive family have
    16  special needs due to age, race, disability, placement with other

     1  siblings or other challenges; and
     2     WHEREAS, Families are able and willing to adopt children with
     3  special needs; and
     4     WHEREAS, November is recognized as "Adoption Awareness Month"
     5  throughout the United States; therefore be it
     6     RESOLVED, That the Senate designate the month of November
     7  2004 as "Adoption Awareness Month" in Pennsylvania and encourage
     8  all Pennsylvanians to recommit themselves to the goal of helping
     9  to find a safe, loving and permanent family for every child in
    10  this Commonwealth who needs one.
