                                     AN ACT

     1  Amending the act of August 31, 1971 (P.L.423, No.101), entitled
     2     "An act providing for Commonwealth support for institutions
     3     of higher education to furnish learning and special
     4     counseling services for undergraduate students whose
     5     cultural, economic and educational disadvantages impair their
     6     initial ability to pursue successfully higher education
     7     opportunities, and making an appropriation," further
     8     providing for the Higher Education Equal Opportunity Program.

     9     The General Assembly of the Commonwealth of Pennsylvania
    10  hereby enacts as follows:
    11     Section 1.  Section 4 of the act of August 31, 1971 (P.L.423,
    12  No.101), known as the Higher Education Equal Opportunity Act, is
    13  amended to read:
    14     Section 4.  Higher Education Equal Opportunity Program.--The
    15  Secretary of Education may, in conformance with such policies,
    16  standards, rules and regulations adopted by the State Board of
    17  Education, contract with institutions of higher education for
    18  the awarding of higher education equal opportunity program
    19  grants. Programs for which such grants may be awarded shall
    20  include, but not be limited to; remedial learning services,


     1  counseling services [or tutorial services. Funds provided by
     2  this act may not be used to pay tuition, room and board or other
     3  institutional costs or fees incurred by students.], tutorial
     4  services, tuition and textbook assistance, child-care
     5  assistance, additional staff for programs or discretionary funds
     6  to supplement financial aid on a case-by-case basis.
     7     Section 2.  This act shall take effect in 60 days.
