                                     AN ACT

     1  Amending the act of July 10, 1986 (P.L.1396, No.121), entitled
     2     "An act authorizing the use of State funds to expand a
     3     special supplemental food program for women, infants and
     4     children," further providing for State supplement.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 4 of the act of July 10, 1986 (P.L.1396,
     8  No.121), known as the Women's, Infants' and Children's Nutrition
     9  Improvement Act, is amended to read:
    10  Section 4.  State supplement.
    11     (a)  Determination by General Assembly.--The General Assembly
    12  is hereby authorized to provide a State supplement to increase
    13  the percentage of WIC Program participation above the level
    14  which would be achieved without the State WIC supplement.
    15     [(b)  Allocation of funds.--Of the funds appropriated by the
    16  General Assembly, at least 80% shall be utilized for food and no
    17  more than 20% shall be utilized for State and local
    18  administration and program services.]


     1     (b)  Use of funds.--The funds appropriated by the General
     2  Assembly shall be administered by the department and utilized
     3  for nutrition services and administration provided by local WIC
     4  providers consistent with Federal law.
     5     (c)  Report by local WIC provider.--Each local WIC provider
     6  shall report to the department the information on the State-
     7  funded program in the same manner and within the same time
     8  period as required by the Federal WIC Program.
     9     (d)  Report by department.--The secretary shall provide an
    10  annual report to the General Assembly, no later than January 1
    11  of each year, which covers the State-administered WIC program
    12  for the prior fiscal year.
    13     [(e)  Outreach program.--From the moneys available for
    14  administration, the department shall fund a Statewide outreach
    15  project and an evaluation of the effectiveness of WIC services
    16  in meeting the stated goals of the program in this
    17  Commonwealth.]
    18     Section 2.  This act shall take effect in 60 days.
