AN ACT 1 Making appropriations to the Philadelphia Health and Education 2 Corporation for the MCP Hahnemann University. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The sum of $6,106,500 is hereby appropriated 6 to the Philadelphia Health and Education Corporation for the MCP 7 Hahnemann University for the period January 1, 1999, to June 30, 8 1999, for instruction in the Doctor of Medicine program. 9 (b) The sum of $1,348,500 is hereby appropriated to the 10 Philadelphia Health and Education Corporation for the MCP 11 Hahnemann University for the period January 1, 1999, to June 30, 12 1999, for the general maintenance of the MCP Hahnemann 13 University, including the Allied Health, Professions and 14 Graduate School of the MCP Hahnemann University, and student 15 aid. 16 (c) The sum of $240,750 is hereby appropriated to the 17 Philadelphia Health and Education Corporation for the MCP
1 Hahnemann University for the period January 1, 1999, to June 30, 2 1999, for minority educational and recruitment programs. 3 (d) The sum of $375,000 is hereby appropriated to the 4 Philadelphia Health and Education Corporation for the MCP 5 Hahnemann University for the period January 1, 1999, to June 30, 6 1999, for cardiovascular and heart failure/transplant studies. 7 Section 2. (a) Payments to the Philadelphia Health and 8 Education Corporation for the MCP Hahnemann University on 9 account of the appropriations provided in section 1 shall be 10 made twice during the six-month period by the Secretary of 11 Education on the basis of costs during the six-month period. 12 (b) The secretary shall not release the first payment unless 13 the trustees of the Philadelphia Health and Education 14 Corporation for the MCP Hahnemann University have agreed in 15 writing to include on its board a minimum of five members who 16 are appointed by the Governor and designated officers of the 17 General Assembly. 18 (c) Upon receipt of the written agreement referred to in 19 subsection (b), the Governor, President pro tempore of the 20 Senate, the Minority Leader of the Senate, the Speaker of the 21 House of Representatives and the Minority Leader of the House of 22 Representatives are authorized to each appoint an individual who 23 is not an elected official to serve as a member of the board. 24 The terms of these members shall be coterminous with that of 25 their respective appointing authorities. 26 Section 3. The Philadelphia Health and Education Corporation 27 for the MCP Hahnemann University shall provide full, complete 28 and accurate information as may be required by the Department of 29 Education or the chairman or the minority chairman of the 30 Appropriations Committee of the Senate or the chairman or the 19990S0502B0594 - 2 -
1 minority chairman of the Appropriations Committee of the House 2 of Representatives. 3 Section 4. The Philadelphia Health and Education Corporation 4 for the MCP Hahnemann University shall report its revenues and 5 expenditures and present its financial statements in accordance 6 with generally accepted accounting principles and procedures for 7 educational institutions as set forth in the "Higher Education 8 Finance Manual (1975)" and the "Commonwealth of Pennsylvania 9 Budget Instructions for the State System of Higher Education, 10 State-Related Universities and Non-State-Related Colleges and 11 Universities." 12 Section 5. The trustees of the Philadelphia Health and 13 Education Corporation for the MCP Hahnemann University shall 14 report on forms provided by the Department of Education to both 15 the chairman and minority chairman of the Appropriations 16 Committee of the Senate and the chairman and minority chairman 17 of the Appropriations Committee of the House of Representatives 18 by September 30, 1999, on how State-appropriated funds were 19 expended for fiscal year 1998-1999 to reduce the costs to 20 Pennsylvania resident students or to provide services to 21 Pennsylvania residents. 22 Section 6. The balance of the funds remaining unpaid under 23 the act of May 7, 1998 (P.L. , No.21A), entitled "An act 24 making appropriations to the Allegheny University of the Health 25 Sciences," shall lapse on the effective date of this act. 26 Section 7.
