SENATE BILL

        REFERRED TO LOCAL GOVERNMENT, FEBRUARY 13, 1989

                                     AN ACT

     1  Requiring the filing of municipal ordinances in certain
     2     municipal offices or in the county law library or courthouse.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Ordinances to be filed.
     6     All municipal ordinances shall be filed at a municipal office
     7  which is open at least 20 normal business hours per week and
     8  which has facilities to provide copies at a nominal cost, or, if
     9  there is no such office or if the municipality so elects, in the
    10  county law library or such other place in the courthouse as
    11  shall be designated by the county governing authority.
    12  Section 2.  Ordinances to be clocked and indexed.
    13     If the ordinances are filed in the courthouse, they shall be
    14  clocked as to the date of receipt and indexed.
    15  Section 3.  Copies.
    16     Upon request, the municipality shall provide copies of all
    17  municipal ordinances at a reasonable cost. At the time of


     1  filing, the municipality shall indicate where copies of the
     2  ordinance can be ordered and the cost of mailing a copy.
     3  Section 4.  Ordinances not effective unless filed.
     4     No municipal ordinance shall be effective until it is filed
     5  in accordance with the provisions of this act.
     6  Section 5.  Savings provision.
     7     This act does not repeal the provisions of any law that
     8  provides for the filing of ordinances or proposed ordinances at
     9  some other location than as provided in this act.
    10  Section 6.  Effective date.
    11     This act shall take effect in six months.
