                                     AN ACT

     1  Amending the act of May 1, 1913 (P.L.155, No.104), entitled "An
     2     act regulating the letting of certain contracts for the
     3     erection, construction, and alteration of public buildings,"
     4     increasing the dollar threshold; and making a repeal.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 1 of the act of May 1, 1913 (P.L.155,
     8  No.104), entitled "An act regulating the letting of certain
     9  contracts for the erection, construction, and alteration of
    10  public buildings," amended December 22, 1981 (P.L.546, No.159),
    11  is amended to read:
    12     Section 1. Be it enacted, &c., (a) (1)  That hereafter in the
    13  preparation of specifications for the erection, construction,
    14  and alteration of any public building, when the entire cost of
    15  such work shall exceed [four thousand dollars] two hundred fifty
    16  thousand dollars, it shall be the duty of the architect,
    17  engineer, or other person preparing such specifications, to
    18  prepare separate specifications for the plumbing, heating,


     1  ventilating, and electrical work; and it shall be the duty of
     2  the person or persons authorized to enter into contracts for the
     3  erection, construction, [or] and alteration of such public
     4  buildings to receive separate bids upon each of the said
     5  branches of work, and to award the contract for the same to the
     6  lowest responsible bidder for each of said branches.
     7     (2)  Every contract for the construction, reconstruction,
     8  alteration, repair, improvement or maintenance of public works
     9  shall comply with the provisions of the act of March 3, 1978
    10  (P.L.6, No.3), known as the "Steel Products Procurement Act."
    11     (b)  The dollar threshold in subsection (a)(1) shall be
    12  adjusted annually by applying to it a percentage change that is
    13  equal to the percentage change in the Consumer Price Index for
    14  All Urban Consumers, United States City Average, published by
    15  the Bureau of Labor Statistics of the United States Department
    16  of Labor, for the preceding calendar year. The Department of
    17  General Services shall publish the revised amount in the
    18  Pennsylvania Bulletin.
    19     Section 2.  The first and second sentences of section
    20  2408(7)(i) of the act of act of April 9, 1929 (P.L.177, No.175),
    21  known as The Administrative Code of 1929, are repealed.
    22     Section 3.  This act shall take effect in 60 days.
