                                     AN ACT

     1  Amending the act of June 24, 1931 (P.L.1206, No.331), entitled
     2     "An act concerning townships of the first class; amending,
     3     revising, consolidating, and changing the law relating
     4     thereto," further providing for separate specifications for
     5     branches of work for erection or alteration of public
     6     buildings.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 1805 of the act of June 24, 1931
    10  (P.L.1206, No.331), known as The First Class Township Code,
    11  reenacted and amended May 27, 1949 (P.L.1955, No.569) and
    12  amended July 10, 1990 (P.L.389, No.92), is amended to read:
    13     Section 1805.  Separate Specifications for Branches of
    14  Work.--(a)  In the preparation of specifications for the
    15  [erection or] alteration of any public building, when the entire
    16  cost of such work exceeds ten thousand dollars or in the
    17  preparation of specifications for the erection of any public
    18  building when the entire cost of such work shall exceed two
    19  hundred fifty thousand dollars, the architect, engineer, or


     1  person preparing such specifications shall prepare separate
     2  specifications for the plumbing, heating, ventilating, and
     3  electrical work, and the township shall receive separate bids
     4  upon each of such branches of work, and award the contract for
     5  the same to the lowest responsible bidder.
     6     (b)  The minimum bid amount for erection provided for in
     7  subsection (a) shall be adjusted annually by applying to it a
     8  percentage change that is equal to the percentage change in the
     9  Consumer Price Index for All Urban Consumers, United States City
    10  Average, published by the Bureau of Labor Statistics of the
    11  United States Department of Labor, for the preceding calendar
    12  year. The Department of General Services shall publish the
    13  revised amount in the Pennsylvania Bulletin.
    14     Section 2.  This act shall take effect in 60 days.
