AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, providing for the United We Stand registration 3 plate, for a United We Stand Fund and for the distribution of 4 annual fees received from the sale of the United We Stand 5 registration plate. 6 The General Assembly of the Commonwealth of Pennsylvania 7 hereby enacts as follows: 8 Section 1. Title 75 of the Pennsylvania Consolidated 9 Statutes is amended by adding a section to read: 10 § 1361. United We Stand plate. 11 (a) Plate.--The department, in consultation with the Office 12 of the State Fire Commissioner, shall design a United We Stand 13 plate to honor the heroism of the passengers aboard United 14 Airlines Flight 93, to support the families of the victims who 15 died in the attacks of September 11, 2001, and to symbolize our 16 national unity by displaying the American flag as a symbol of 17 the resolve of all Pennsylvanians and all Americans to work 18 together to recover from our shared national tragedy. Upon 19 application of a person, accompanied by a fee of $35 which shall
1 be in addition to the annual registration fee, the department 2 shall issue the plate for a passenger car, motor home, trailer 3 or truck with a registered gross weight of not more than 9,000 4 pounds. 5 (b) Use of fee.--Of each fee paid under subsection (a), $15 6 shall be deposited into the United We Stand Fund, which is 7 established as a special account in the Office of the State Fire 8 Commissioner. At the end of each fiscal year, the State Fire 9 Commissioner shall disburse these funds to local volunteer fire 10 departments and emergency services. Each disbursement shall be 11 in equal proportion to the amount of total funds deposited in 12 that fiscal year into the United We Stand Fund from persons 13 residing within that county. Such disbursements shall reflect, 14 as accurately as possible, an equitable apportionment of fees 15 paid into the fund by persons who reside within an area served 16 by the volunteer fire department or emergency services receiving 17 the disbursements. 18 Section 2. Section 1905 of Title 75 is amended by adding a 19 subsection to read: 20 § 1905. Payments to special funds. 21 * * * 22 (d) United We Stand Fund.--Fifteen dollars of each fee 23 received under section 1361 (relating to United We Stand plate) 24 shall be credited to the United We Stand Fund, established as 25 follows: 26 (1) There is hereby established a special account in the 27 Treasury Department which shall be known as the United We 28 Stand Fund. The purpose of the fund is to provide moneys to 29 assist local volunteer fire departments and emergency 30 services. 20030S0546B0607 - 2 -
