AN ACT 1 Amending the act of April 9, 1929 (P.L.177, No.175), entitled 2 "An act providing for and reorganizing the conduct of the 3 executive and administrative work of the Commonwealth by the 4 Executive Department thereof and the administrative 5 departments, boards, commissions, and officers thereof, 6 including the boards of trustees of State Normal Schools, or 7 Teachers Colleges; abolishing, creating, reorganizing or 8 authorizing the reorganization of certain administrative 9 departments, boards, and commissions; defining the powers and 10 duties of the Governor and other executive and administrative 11 officers, and of the several administrative departments, 12 boards, commissions, and officers; fixing the salaries of the 13 Governor, Lieutenant Governor, and certain other executive 14 and administrative officers; providing for the appointment of 15 certain administrative officers, and of all deputies and 16 other assistants and employes in certain departments, boards, 17 and commissions; and prescribing the manner in which the 18 number and compensation of the deputies and all other 19 assistants and employes of certain departments, boards and 20 commissions shall be determined," establishing the Bureau of 21 Child Care in the Department of Education; and making an 22 appropriation. 23 The General Assembly of the Commonwealth of Pennsylvania 24 hereby enacts as follows: 25 Section 1. The act of April 9, 1929 (P.L.177, No.175), known 26 as The Administrative Code of 1929, is amended by adding a 27 section to read:
1 Section 1321. Bureau of Child Care.--There is hereby 2 established in the Department of Education, under the Office of 3 Basic Education, the Bureau of Child Care. The Bureau of Child 4 Care shall have the power and duty to: 5 (1) Review and insure that all regulations and programs 6 within the Department of Education encourage and promote the 7 establishment of child-care programs in public schools. 8 (2) Review existing regulations and policies to remove 9 factors or issues which unreasonably impede or impair the 10 development of child-care programs in public schools. 11 (3) Administer Federal and State programs, for preschool and 12 school-age children, which contain developmental or educational 13 components. 14 (4) Develop and sustain interagency contracts with the 15 Department of Public Welfare, the Department of Labor and 16 Industry, the Department of Aging and any other State government 17 boards, offices and agencies relating to child care. 18 (5) Be responsible for the administration, including writing 19 regulations, for all child care in the schools, with the 20 exception of child care for infants and toddlers. 21 (6) Act as a facilitator for any school board, 22 superintendent, parents' group, etc., which wants to establish 23 child-care components in the school. 24 (7) Do all things necessary to implement the provisions of 25 this section. 26 Section 2. The sum of $150,000, or as much thereof as may be 27 necessary, is hereby appropriated to the Department of Education 28 for the fiscal year July 1, 1989, to June 30, 1990, for the 29 operation of the Bureau of Child Care. 30 Section 3.
