SENATE BILL

No. 692 Session of 1997

                               A JOINT RESOLUTION

     1  Ratifying the proposed amendment to the Constitution of the
     2     United States requiring a balanced Federal budget.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby resolves as follows:
     5     Section 1.  The following proposed amendment to the
     6  Constitution of the United States is hereby ratified by the
     7  General Assembly of the Commonwealth of Pennsylvania:
     8                           "Article ____
     9     "Section 1.  Total outlays for any fiscal year shall not
    10  exceed total receipts for that fiscal year, unless three-fifths
    11  of the whole number of each House of Congress shall provide by
    12  law for a specific excess of outlays over receipts by a roll
    13  call vote.
    14     "Section 2.  The limit on the debt of the United States held
    15  by the public shall not be increased, unless three-fifths of the
    16  whole number of each House shall provide by law for such an
    17  increase by a roll call vote.


     1     "Section 3.  Prior to each fiscal year, the President shall
     2  transmit to the Congress a proposed budget for the United States
     3  Government for that fiscal year, in which total outlays do not
     4  exceed total receipts.
     5     "Section 4.  No bill to increase revenue shall become law
     6  unless approved by a majority of the whole number of each House
     7  by a roll call vote.
     8     "Section 5.  The Congress may waive the provisions of this
     9  article for any fiscal year in which a declaration of war is in
    10  effect. The provisions of this article may be waived for any
    11  fiscal year in which the United States is engaged in military
    12  threat to national security and is so declared by a joint
    13  resolution, adopted by a majority of the whole number of each
    14  House, which becomes law.
    15     "Section 6.  The Congress shall enforce and implement this
    16  article by appropriate legislation, which may rely on estimates
    17  of outlays and receipts.
    18     "Section 7.  Total receipts shall include all receipts of the
    19  United States Government except those derived from borrowing.
    20  Total outlays shall include all outlays of the United States
    21  Government except for those for repayment of debt principal.
    22     "Section 8.  This article shall take effect beginning with
    23  fiscal year 2002 or with the second fiscal year beginning after
    24  its ratification, whichever is later."
    25     Section 2.  The General Assembly of the Commonwealth of
    26  Pennsylvania shall ratify, approve and assent to the proposed
    27  amendment to the Constitution of the United States.
    28     Section 3.   A certified copy of this resolution shall be
    29  forwarded by the Governor, to the President of the United
    30  States, the archivist of the United States, the President of the
