AN ACT 1 Making appropriations to the Philadelphia Health and Education 2 Corporation. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The sum of $8,142,000 is hereby appropriated 6 to the Philadelphia Health and Education Corporation for the MCP 7 Hahnemann University for the fiscal year July 1, 1999, to June 8 30, 2000, for instruction in the Doctor of Medicine program. 9 (b) The sum of $1,798,000 is hereby appropriated to the 10 Philadelphia Health and Education Corporation for the MCP 11 Hahnemann University for the fiscal year July 1, 1999, to June 12 30, 2000, for the general maintenance of the MCP Hahnemann 13 University, including the Allied Health, Professions and 14 Graduate School of the MCP Hahnemann University, and student 15 aid. 16 (c) The sum of $321,000 is hereby appropriated to the 17 Philadelphia Health and Education Corporation for the MCP
1 Hahnemann University for the fiscal year July 1, 1999, to June 2 30, 2000, for minority educational and recruitment programs. 3 (d) The sum of $500,000 is hereby appropriated to the 4 Philadelphia Health and Education Corporation for the MCP 5 Hahnemann University for the fiscal year July 1, 1999, to June 6 30, 2000, for cardiovascular and heart failure/transplant 7 studies. 8 (e) The sum of $2,000,000 is hereby appropriated to the 9 Philadelphia Health and Education Corporation for the MCP 10 Hahnemann University for the fiscal year July 1, 1999, to June 11 30, 2000, for transition expenses. 12 Section 2. Payments to the Philadelphia Health and Education 13 Corporation for the MCP Hahnemann University on account of the 14 appropriations provided in section 1 shall be made quarterly by 15 the Secretary of Education on the basis of costs during the 16 fiscal year and shall be conditioned on continuing authority for 17 inclusion on the Board of Trustees of the Philadelphia Health 18 and Education Corporation of a minimum of five persons who are 19 not elected officials and who are appointed by the Governor, the 20 President pro tempore of the Senate, the Minority Leader of the 21 Senate, the Speaker of the House of Representatives and the 22 Minority Leader of the House of Representatives for terms of 23 office coterminous with that of the respective appointing 24 authority. 25 Section 3. The Philadelphia Health and Education Corporation 26 for the MCP Hahnemann University shall provide full, complete 27 and accurate information as may be required by the Department of 28 Education or the chairman or the minority chairman of the 29 Appropriations Committee of the Senate or the chairman or the 30 minority chairman of the Appropriations Committee of the House 19990S0735B0798 - 2 -
1 of Representatives. 2 Section 4. The Philadelphia Health and Education Corporation 3 for the MCP Hahnemann University shall report its revenues and 4 expenditures and present its financial statements in accordance 5 with generally accepted accounting principles and procedures for 6 educational institutions as set forth in the "Higher Education 7 Finance Manual (1975)" and the "Commonwealth of Pennsylvania 8 Budget Instructions for the State System of Higher Education, 9 State-Related Universities and Non-State-Related Colleges and 10 Universities." 11 Section 5. The trustees of the Philadelphia Health and 12 Education Corporation for the MCP Hahnemann University shall 13 report on forms provided by the Department of Education to both 14 the chairman and minority chairman of the Appropriations 15 Committee of the Senate and the chairman and minority chairman 16 of the Appropriations Committee of the House of Representatives 17 by September 30, 2000, on how State-appropriated funds were 18 expended for fiscal year 1999-2000 to reduce the costs to 19 Pennsylvania resident students or to provide services to 20 Pennsylvania residents. 21 Section 6.
