| AN ACT |
| |
1 | Designating a portion of Route 8 in the Borough of Etna the | <-- |
2 | bridges on Route 28 in the Boroughs of Etna and Sharpsburg, |
3 | Allegheny County, as the Chief Warrant Officer Michael J. |
4 | Novosel Memorial Highway Bridges; and making a related | <-- |
5 | repeal. |
6 | The General Assembly of the Commonwealth of Pennsylvania |
7 | hereby enacts as follows: |
8 | Section 1. Chief Warrant Officer Michael J. Novosel Memorial |
9 | Highway Bridges. | <-- |
10 | (a) Declaration of policy.--The General Assembly finds and |
11 | declares as follows: |
12 | (1) On October 2, 1969, in the Kien Tuong Province, |
13 | Republic of Vietnam, Chief Warrant Officer Michael J. |
14 | Novosel, with conspicuous gallantry and intrepidity in action |
15 | at the risk of his life and above and beyond the call of |
16 | duty, distinguished himself while serving as commander of a |
17 | medical evacuation helicopter. |
18 | (2) Chief Warrant Officer Novosel unhesitatingly |

1 | maneuvered his helicopter into a heavily fortified and |
2 | defended enemy training area where a group of wounded |
3 | Vietnamese soldiers were pinned down by a large enemy force. |
4 | (3) On six occasions while flying without gunship or |
5 | other cover and exposed to intense enemy fire Chief Warrant |
6 | Officer Novosel was forced out of the area and circled back |
7 | from a different direction in order to extract friendly |
8 | troops. |
9 | (4) Near the end of the mission a wounded soldier was |
10 | spotted close to an enemy bunker. Fully realizing that he |
11 | would attract enemy fire, Chief Warrant Officer Novosel |
12 | attempted and extracted the soldier while being injured |
13 | himself. |
14 | (5) In all, 15 extractions were performed in order to |
15 | remove wounded personnel. As a direct result of his selfless |
16 | conduct, the lives of 29 soldiers were saved. |
17 | (6) The extraordinary heroism displayed by Chief Warrant |
18 | Officer Novosel was an inspiration to his comrades in arms |
19 | and reflects great credit on him, his unit and the United |
20 | States Army. |
21 | (b) Designation.--Route 8 in the Borough of EtnaThe | <-- |
22 | northbound and southbound bridges on Route 28 over State Route 8 |
23 | in the Boroughs of Etna and Sharpsburg, Allegheny County is are | <-- |
24 | hereby designated as the Chief Warrant Officer Michael J. |
25 | Novosel Memorial Highway Bridges in recognition of the Medal of | <-- |
26 | Honor recipient. |
27 | (c) Signs.--Department of Transportation shall erect and |
28 | maintain appropriate signs to indicate the designation under |
29 | subsection (b) at the beginning of each bridge so as to be | <-- |
30 | visible to oncoming traffic. |

1 | Section 2. Repeals. |
2 | (a) Intent.--The General Assembly declares that the repeal |
3 | under subsection (b) is necessary to effectuate this act. |
4 | (b) Provision.--Section 9 of the act of December 9, 2002 |
5 | (P.L.1412, No.178), entitled "An act designating a portion of |
6 | the Mon/Fayette Expressway, State Route 43, as the Yohogania |
7 | County Courthouse Highway; designating the Mon/Fayette |
8 | Expressway interchange connecting to Commonwealth Avenue and |
9 | State Route 837 in the City of Duquesne as the First Sergeant |
10 | Leonard Funk, Jr., Interchange; designating the Mon/Fayette |
11 | Expressway interchange with East Pittsburgh-McKeesport Boulevard |
12 | in North Versailles as the Captain Michael John Estocin |
13 | Interchange; designating an interchange of the Mon/Fayette |
14 | Expressway with I-376 in Monroeville, Westmoreland County, as |
15 | the Captain James A. Graham Interchange; designating the half |
16 | interchange including only the westbound Mon/Fayette Expressway |
17 | to I-376 and eastbound I-376 to Mon/Fayette in the City of |
18 | Pittsburgh as the Lance Corporal William R. Prom Interchange; |
19 | designating the Mon/Fayette Expressway interchange with Sixth |
20 | Street in Braddock as the Ensign Henry Clay Drexler Interchange; |
21 | designating the half interchange of the Mon/Fayette Expressway, |
22 | including only westbound off and eastbound on movements, with |
23 | Second Avenue in the City of Pittsburgh as the Corporal Charles |
24 | E. Kelly Interchange; designating the interchange with Business |
25 | Route 22 in Wilkins Township, Allegheny County, as the Staff |
26 | Sergeant John Minick Interchange; designating the half |
27 | interchange with access road connecting to Thompson Run Road in |
28 | Penn Hills Township as the Chief Warrant Officer Michael J. |
29 | Novosel Interchange; designating the interchange with Second |
30 | Avenue at the north end of Glenwood Bridge in the City of |

2 | Interchange; designating the interchange connecting Camp Hollow |

10 | Section 3. Effective date. |
11 | This act shall take effect in 60 days. |
