AN ACT 1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An 2 act relating to the public school system, including certain 3 provisions applicable as well to private and parochial 4 schools; amending, revising, consolidating and changing the 5 laws relating thereto," further providing for a full-day 6 kindergarten incentive; and making an appropriation. 7 The General Assembly of the Commonwealth of Pennsylvania 8 hereby enacts as follows: 9 Section 1. The act of March 10, 1949 (P.L.30, No.14), known 10 as the Public School Code of 1949, is amended by adding a 11 section to read: 12 Section 2502.36. Full-Day Kindergarten Incentive.--(a) In 13 the school year 1999-2000 and every school year thereafter, the 14 Commonwealth shall pay a full-day kindergarten incentive under 15 subsection (c) to every school district that qualifies under 16 subsection (b). The full-day kindergarten incentive shall be 17 paid in addition to any other payments to which a school 18 district may be entitled under any other provision of this act. 19 (b) A school district shall qualify for the full-day
1 kindergarten incentive if it meets both of the following 2 criteria: 3 (1) The district had at least ten (10) full-day kindergarten 4 pupils in average daily membership during the school year three 5 (3) years prior to the payment year. 6 (2) The district had a market value/income aid ratio greater 7 than four thousand five hundred ten thousandths (.4500) during 8 the school year three (3) years prior to the payment year. 9 (c) For each qualifying school district, the full-day 10 kindergarten incentive shall be calculated by multiplying the 11 number of full-day kindergarten pupils in average daily 12 membership during the school year three (3) years prior to the 13 payment year by the sum of one thousand dollars ($1,000). 14 Section 2. The sum of $32,300,000, or as much thereof as may 15 be necessary, is hereby appropriated to the Department of 16 Education for the fiscal year July 1, 1999, to June 30, 2000, to 17 carry out the provisions of this act. 18 Section 3.
