AN ACT
1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania
2 Consolidated Statutes, further providing for license to carry
3 a firearm; and making an appropriation.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 6109 of Title 18 of the Pennsylvania
7 Consolidated Statutes is amended by adding a subsection to read:
8 § 6109. Licenses.

10 (c.1) Locking device.--When an individual applies for a
11 license or renewal of a license to carry a firearm, the sheriff
12 shall inform the individual that, for a fee, the sheriff will
13 provide the individual at any time with a locking device, as
14 defined in section 6142 (relating to locking device for
15 firearms), and written instructions on the installation and use
16 of the device. Neither the county, the sheriff nor an employee
17 of the sheriff's office shall be liable to any individual for
18 damages which result from misuse or malfunction of the locking
1 device.

3 Section 2. The sum of $500,000 is hereby appropriated to the
4 Pennsylvania State Police to fund the purchase and distribution
5 of locking devices to counties. This amount shall be allocated
6 on the ratio of active licenses to carry a firearm issued in
7 each county. Fees charged by a sheriff for a locking device
8 shall be sufficient to ensure the purchase of more locking
9 devices.
10 Section 3. This act shall take effect immediately.
