AN ACT
1 Authorizing cities of the first class that have adopted a home
2 rule charter to enforce ordinances, rules and regulations
3 prohibiting dumping or disposal of waste, trash or debris.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Enforcement of trash laws.
7 Notwithstanding any contrary provision of law set forth in
8 the act of April 21, 1949 (P.L.665, No.155), known as the First
9 Class City Home Rule Act, a city of the first class that has
10 adopted a home rule charter pursuant to that act may enforce
11 ordinances, rules and regulations relating to dumping or
12 disposal of waste, trash or debris by the imposition of a fine
13 or penalty of not more than $5,000, and by the forfeiture of any
14 property, including any vehicle, used to violate that act,
15 regardless of the value of the property.
16 Section 2. Effective date.
17 This act shall take effect in 60 days.
