SENATE BILL

                                     AN ACT

     1  Providing for a Statewide referendum on gaming.

     2     The General Assembly of the Commonwealth of Pennsylvania
     3  hereby enacts as follows:
     4  Section 1.  Short title.
     5     This act shall be known and may be cited as the Statewide
     6  Gaming Referendum.
     7  Section 2.  Authorization.
     8     The Secretary of the Commonwealth shall cause to be placed on
     9  the ballot, at the primary or general election occurring at
    10  least 30 days next following the effective date of this act, a
    11  nonbinding referendum to determine the will of the electorate of
    12  this Commonwealth with respect to the establishment of specific
    13  types of gaming, including, but not limited to, riverboat
    14  gaming, slots at horseracing tracks and licensed and regulated
    15  games of chance at taverns.
    16  Section 3.  Form of question.
    17     The referendum question shall be in substantially the

     1  following form:
     2         Shall Pennsylvania adopt legislation to provide a
     3         mechanism by which counties, through local option, may
     4         permit a licensed and regulated system for expanded
     5         gaming?
     6  Section 4.  Conduct of election.
     7     The referendum shall be advertised and conducted in
     8  accordance with the provisions of the act of June 3, 1937
     9  (P.L.1333, No.320), known as the Pennsylvania Election Code.
    10  Section 5.  Effective date.
    11     This act shall take effect immediately.
