SENATE BILL

                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," providing for the definition of
     6     "pupil instruction time."

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  The act of March 10, 1949 (P.L.30, No.14), known
    10  as the Public School Code of 1949, is amended by adding a
    11  section to read:
    12     Section 1505.  Definitions.--When used in this article the
    13  following words and phrases shall have the following meanings:
    14     (1)  "Pupil instruction time" means time spent in the school
    15  program and related activities.
    16     (i)  In addition to the prescribed courses of instruction,
    17  related activities shall include:
    18     (A)  Clubs with an academic orientation, student councils and
    19  similar activities which have an academic bearing.


     1     (B)  School, group or class educational trips, if accompanied
     2  by a certificated school employe.
     3     (C)  For pupils in graduating classes, not more than three
     4  (3) days for graduation preparation under the supervision of
     5  certificated school employes.
     6     (D)  Civil defense, fire and other similar drills.
     7     (E)  Opening exercises, homeroom periods and supervised study
     8  halls.
     9     (F)  Early dismissal and delayed opening due to inclement
    10  weather.
    11     (ii)  Pupil instruction time shall not include lunch periods,
    12  recess, early dismissal before a holiday, celebrations, picnics,
    13  hunting, fishing, harvesting crops or similar activities, and
    14  teachers meetings, conferences, conventions or similar
    15  activities.
    16     Section 2.  This act shall take effect immediately.
