AN ACT
1 Amending the act of December 15, 1988 (P.L.1235, No.151),
2 entitled "An act providing for the establishment of the
3 Children's Trust Fund, for a governing board and for the
4 powers and duties of the board; and prescribing the powers
5 and duties of certain State agencies," further providing for
6 the Children's Trust Fund.
7 The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows:
9 Section 1. Section 8 of the act of December 15, 1988
10 (P.L.1235, No.151), known as the Children's Trust Fund Act,
11 amended May 31, 1990 (P.L.208, No.43), is amended to read:
12 Section 8. Children's Trust Fund created.
13 (a) Surcharges.--There is hereby imposed a $10 surcharge on
14 all applications for marriage licenses and a $20 surcharge on
15 all divorce complaints.
16 (b) Heirloom marriage certificates.--Heirloom marriage
17 certificates designed by Pennsylvania artists shall also be
18 offered at the time of marriage license application for a charge
19 of not less than $30 and not more than $100.
1 (c) Children's Trust Fund.--These charges and surcharges
2 shall be paid into a special nonlapsing Children's Trust Fund,
3 which is established for the purposes described in this act.
4 Funding for existing or ongoing services of State or local
5 agencies shall not be replaced by the trust fund.
6 Section 2. This act shall take effect in 60 days.
