        SENATE AMENDMENTS TO HOUSE AMENDMENTS, NOVEMBER 18, 1998

                                     AN ACT

     1  Designating a section of Allegheny Avenue (SR 1013) in
     2     Philadelphia County, Pennsylvania, as Roxanne H. Jones
     3     Avenue; designating Route 78 in Lebanon County as the 78th
     4     Division Highway; designating Route 248 as the POW/MIA         <--
     5     Remembrance Highway; designating a bridge in Lebanon County
     6     as the Senator Clarence F. Manbeck Bridge; designating a
     7     portion of State Route 0094 in York and Cumberland Counties
     8     as the 94th Infantry Division Memorial Highway; designating
     9     the Mount Union Bypass in Huntingdon County as the James
    10     DiCosimo Bypass; designating the Ben Weaver Bridge in Chester
    11     County; designating a section of State Route 222 as the
    12     Prisoner of War/Missing in Action Highway; designating a
    13     section of the Bay Front Parkway in Erie County,
    14     Pennsylvania, as the Bernard (Benny) J. Dombrowski Memorial
    15     Highway; designating the Arthur F. Detisch Memorial Bridge in
    16     Erie County; and designating a section of the Southern Tier
    17     Expressway in erie County, Pennsylvania, as the Forest W.
    18     Hopkins Memorial Highway. DESIGNATING A SECTION OF STATE       <--
    19     ROUTE 222 AS THE PRISONER OF WAR/MISSING IN ACTION HIGHWAY;
    20     AND DESIGNATING THE ARTHUR F. DETISCH MEMORIAL BRIDGE IN ERIE
    21     COUNTY.

    22     The General Assembly of the Commonwealth of Pennsylvania
    23  hereby enacts as follows:
    24  Section 1.  Roxanne H. Jones Avenue.
    25     (a)  Designation.--That section of Allegheny Avenue (SR 1013)


     1  in Philadelphia County, beginning on Ridge Avenue and ending at
     2  Sedgley Avenue, is hereby designated and shall also be known as
     3  Roxanne H. Jones Avenue.
     4     (b)  Signs.--The Department of Transportation shall erect and
     5  maintain road signs, which shall display the name of Roxanne H.
     6  Jones Avenue, at the beginning and the end of the section of the
     7  avenue designated in subsection (a).
     8  Section 2.  78th Division Highway.
     9     (a)  Designation.--Route 78 in Lebanon County is hereby
    10  redesignated and shall be known as the 78th Division Highway.
    11     (b)  Signs.--The Department of Transportation shall erect and
    12  maintain road signs, which shall display the name 78th Division
    13  Highway at the beginning and the end of the highway designated
    14  in subsection (a).
    15  Section 3.  POW/MIA Remembrance Highway.                          <--
    16     (a)  Designation.--State Route 248 is hereby designated the
    17  POW/MIA Remembrance Highway.
    18     (b)  Signs.--The Department of Transportation shall erect and
    19  maintain the appropriate signs to indicate this designation to
    20  motorists.
    21  Section 4.  Senator Clarence F. Manbeck Bridge.
    22     (a)  Designation.--The bridge over Monroe Creek which carries
    23  Camp Strauss Road, (SR 1022, Segment 50, Offset 0064), Bethel
    24  Township, Lebanon County, is hereby designated and shall be
    25  known as the Senator Clarence F. Manbeck Bridge.
    26     (b)  Signs.--The Department of Transportation shall erect and
    27  maintain signs which shall display the name of Senator Clarence
    28  F. Manbeck Bridge at each end of the bridge so designated in
    29  subsection (a).
    30  Section 5.  94th Infantry Division Memorial Highway.

     1     (a)  Designation.--The portion of State Route 0094 from the
     2  Pennsylvania line to its terminus in Cumberland County is
     3  designated and shall be known as the 94th Infantry Division
     4  Memorial Highway.
     5     (b)  Signs.--The Department of Transportation shall erect and
     6  maintain appropriate signs identifying the above portion of road
     7  as the 94th Infantry Division Memorial Highway.
     8  Section 6.  James DiCosimo Bypass.
     9     (a)  Designation.--The Mount Union Bypass in Huntingdon
    10  County beginning at Juniata Avenue in the village of Allenport,
    11  Shirley Township, and proceeding north to the intersection of
    12  U.S. Route 22 in Wayne Township, Mifflin County, is hereby
    13  designated and shall be known as the James DiCosimo Bypass.
    14     (b)  Signs.--Within 60 days of completion of construction of
    15  the highway described in subsection (a), the Department of
    16  Transportation shall erect and maintain road signs displaying
    17  the designation James DiCosimo Bypass at the beginning and end
    18  of the highway.
    19  Section 7.  Ben Weaver Bridge.
    20     (a)  Designation.--The bridge over Amtrak/Conrail lines which
    21  carries Lincoln Highway (SR 3070), in Valley Township, just west
    22  of the Coatesville city line, Chester County, is hereby
    23  designated and shall be known as the Ben Weaver Bridge.
    24     (b)  Signs.--The Department of Transportation shall erect and
    25  maintain signs which shall display the name of Ben Weaver Bridge
    26  at each end of the bridge designated in subsection (a).
    27  Section 8 3.  Prisoner of War/Missing in Action Highway.          <--
    28     (a)  Designation of highway.--State Route 222 in Ontelaunee
    29  Township, Berks County, from Segment 362, at the Kutztown
    30  Highway to the intersection with Warren Street, Segment 202, in

     1  Wyomissing Borough, Berks County, is hereby designated and shall
     2  also be known as the Prisoner of War/Missing in Action Highway.
     3     (b)  Road signs.--The Department of Transportation shall
     4  erect and maintain road signs, which shall display the name
     5  Prisoner of War/Missing in Action Highway, at the beginning and
     6  the end of the road designated in this section.
     7  Section 9.  Bernard (Benny) J. Dombrowski Memorial Highway.       <--
     8     (a)  Designation.--The section of the Bay Front Parkway in
     9  Erie County from State Street east to Wayne Street south to the
    10  intersection of Bird Drive and East Grandview Boulevard is
    11  hereby designated and shall be known as the Bernard (Benny) J.
    12  Dombrowski Memorial Highway.
    13     (b)  Service in the House of Representatives.--Bernard
    14  (Benny) J. Dombrowski was a committed community servant, who
    15  served with distinction as a State Representative from the First
    16  Legislative District from 1970 to 1990. Also, during his tenure
    17  in the House of Representatives he was elected to the position
    18  of Majority Caucus Administrator.
    19     (c)  Signs.--The Department of Transportation shall erect and
    20  maintain road signs, which shall display the name of Bernard
    21  (Benny) J. Dombrowski, at the beginning and the end of the
    22  section of the highway designated in subsection (a).
    23     (d)  Highway completion date.--The Department of
    24  Transportation shall publish notice of the highway project
    25  completion date in the Pennsylvania Bulletin in the issue next
    26  following that date.
    27  Section 10 4.  Arthur F. Detisch Memorial Bridge.                 <--
    28     (a)  Designation.--The bridge on State Route 832, on
    29  Peninsula Drive, Millcreek Township, Erie County, which crosses
    30  over the railway tracks of the Norfolk Southern Railway or of

     1  any successor, is designated and shall be known as the Arthur F.
     2  Detisch Memorial Bridge.
     3     (b)  Markers.--The Department of Transportation shall erect
     4  and maintain appropriate markers or signs to indicate this
     5  designation to motorists.
     6  Section 11.  Forest W. Hopkins Memorial Highway.                  <--
     7     (a)  Designation.--The eight-mile section of Route 17 in Erie
     8  County, from Greenfield Township to the New York State line, is
     9  hereby designated and shall be known as the Forest W. Hopkins
    10  Memorial Highway.
    11     (b)  Service in the House of Representatives.--Forest W.
    12  Hopkins was a committed community servant, who served with
    13  distinction as a State Representative from the Fourth
    14  Legislative District from 1967 to 1978. Mr. Hopkins died in
    15  office in 1978.
    16     (c)  Signs.--The Department of Transportation shall erect and
    17  maintain road signs, which shall display the name of Forest W.
    18  Hopkins Memorial Highway, at the beginning and the end of the
    19  section of the highway designated in subsection (a).
    20  Section 12.  Effective date.
    21     This act shall take effect as follows:
    22         (1)  Section 5 and this section shall take effect
    23     November 30, 1998.
    24         (2)  Section 9 shall take effect 60 days after the
    25     project completion date, notice of which shall be published
    26     in the Pennsylvania Bulletin.
    27         (3)  The remainder of this act shall take effect in 60
    28     days.
    29  SECTION 5.  EFFECTIVE DATE.                                       <--
    30     THIS ACT SHALL TAKE EFFECT IN 60 DAYS.
