AN ACT
1 Authorizing the incurring of indebtedness, with the approval of
2 the electors, of $1,000,000,000 for loans for the
3 acquisition, repair, construction, reconstruction,
4 rehabilitation, extension, expansion and improvement of water
5 supply and sewage treatment systems.
6 The General Assembly of the Commonwealth of Pennsylvania
7 hereby enacts as follows:
8 Section 1. Question.
9 The question of incurring indebtedness of $1,000,000,000 for
10 loans for the acquisition, repair, construction, reconstruction,
11 rehabilitation, extension, expansion and improvement of water
12 supply and sewage treatment systems shall be submitted to the
13 electors at the next primary, municipal or general election
14 following enactment of this act.
15 Section 2. Certification.
16 The Secretary of the Commonwealth shall certify the question
17 under section 1 to the county boards of elections.
18 Section 3. Form of question.
1 The question under section 1 shall be in substantially the
2 following form:
3 Do you favor the incurring of indebtedness by the
4 Commonwealth of $1,000,000,000 for loans for the
5 acquisition, repair, construction, reconstruction,
6 rehabilitation, extension, expansion and improvement of
7 water supply and sewage treatment systems?
8 Section 4. Election.
9 The election shall be conducted in accordance with the act of
10 June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
11 Election Code.
12 Section 5. Proceeds.
13 Proceeds of borrowing shall be used for loans under the act
14 of March 1, 1988 (P.L.82, No.16), known as the Pennsylvania
15 Infrastructure Investment Authority Act.
16 Section 6. Effective date.
17 This act shall take effect immediately.
