AN ACT
Amending the act of October 20, 1966 (3rd Sp.Sess., P.L.96,
No.6), entitled "An act relating to mental health and
intellectual disability; authorizing county programs and
amending, revising and changing the laws relating thereto and
making an appropriation," in responsibilities of the State,
further providing for general powers and duties of the
Department of Human Services; and, in responsibilities of the
counties, further providing for duties of the administrator.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Sections 201 and 305 of the act of October 20,
1966 (3rd Sp.Sess., P.L.96, No.6), known as the Mental Health
and Intellectual Disability Act of 1966, are amended by adding
paragraphs to read:
Section 201. General Powers and Duties of the Department.--
The department shall have power, and its duty shall be:

(3.1) To develop and make available standardized mental
health crisis intervention and emergency services training for
county mental health and intellectual disability administrators
and designated representatives whose duties include intake,

screening, assessment, review, assistance or referral for
voluntary or involuntary crisis and emergency services. The
training shall consist of the number of hours and standards for
competency as established by the department. The department
shall ensure the curriculum for the training is current and
shall maintain a record of administrators and representatives
who have completed the training. The department shall provide
notice of the proposed training curriculum.

Section 305. Duties of the Administrator.--The county mental
health and intellectual disability administrator shall have the
power and his duty shall be:

(11) To complete the standardized mental health crisis
intervention and emergency services training under section
201(3.1).
(12) To designate representatives whose duties include
intake, screening, assessment, review, assistance or referral
for voluntary or involuntary crisis and emergency services,
ensure the representatives have completed the standardized
mental health crisis intervention and emergency services
training under section 201(3.1) and report to the department the
names of the representatives who have completed the training.
Section 2. This act shall take effect in 60 days.
