AN ACT 1 Amending the act of August 7, 1963 (P.L.549, No.290), entitled, 2 as amended, "An act creating the Pennsylvania Higher 3 Education Assistance Agency; defining its powers and duties; 4 conferring powers and imposing duties on the Governor, 5 President Pro Tempore of the Senate, Speaker of the House of 6 Representatives, Superintendent of Public Instruction and the 7 Department of Auditor General; and making appropriations," 8 authorizing loan forgiveness for certain teachers. 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 Section 1. The act of August 7, 1963 (P.L.549, No.290), 12 referred to as the Pennsylvania Higher Education Assistance 13 Agency Act, is amended by adding a section to read: 14 Section 4.4. Loan Forgiveness.--(a) Pursuant to section 15 4(1.1)(iii), the board shall adopt a policy of and appropriate 16 procedures for granting forgiveness for loan recipients who 17 graduate from agency-approved institutions in agency-approved 18 programs, focusing on the education of autistic children. 19 (b) For each calendar year that a person is employed as a 20 certified teacher in classes emphasizing the education of
1 autistic children, twenty-five percent (25%) of the approved 2 indebtedness shall be forgiven. Payment shall be made in 3 accordance with the procedure established by the agency. 4 (c) The board of directors of the agency shall have the 5 power and its duty shall be to adopt rules and regulations 6 pursuant to the act of July 31, 1968 (P.L.769, No.240), referred 7 to as the Commonwealth Documents Law, and not inconsistent with 8 law governing matters relating to this section. The rules and 9 regulations shall include the manner of verification of 10 employment. 11 Section 2. This act shall apply to loan recipients who 12 graduate from agency-approved institutions in agency-approved 13 education programs on or after January 1, 1989. 14 Section 3.
