AN ACT 1 Making an appropriation to the Philadelphia College of 2 Osteopathic Medicine, Philadelphia. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. The sum of $5,222,000 is hereby appropriated to 6 the Philadelphia College of Osteopathic Medicine, Philadelphia, 7 for the fiscal year July 1, 1998, to June 30, 1999, for 8 instruction in the Doctor of Osteopathy program. 9 Section 2. Payments to the Philadelphia College of 10 Osteopathic Medicine on account of the appropriation provided in 11 section 1 shall be made quarterly by the Secretary of Education 12 on the basis of costs during the fiscal year. The secretary 13 shall not release more than the first quarterly payment until 14 such time as the Trustees of the Philadelphia College of 15 Osteopathic Medicine agree in writing to include a minimum of 16 five members appointed by the Governor and the General Assembly. 17 The Governor, the President pro tempore of the Senate, the 18 Minority Leader of the Senate, the Speaker of the House of
1 Representatives and the Minority Leader of the House of 2 Representatives may each, upon receipt of the written agreement 3 from the trustees, appoint a nonelected official to serve as a 4 member of the board and the terms of office shall be coterminous 5 with that of their appointing authority. 6 Section 3. The Philadelphia College of Osteopathic Medicine 7 shall provide full, complete and accurate information as may be 8 required by the Department of Education or the chairman or the 9 minority chairman of the Appropriations Committee of the Senate 10 or the chairman or the minority chairman of the Appropriations 11 Committee of the House of Representatives. 12 Section 4. The Philadelphia College of Osteopathic Medicine 13 shall report its revenues and expenditures and present its 14 financial statements in accordance with generally accepted 15 accounting principles and procedures for educational 16 institutions as set forth in the "Higher Education Finance 17 Manual (1975)" and the "Commonwealth of Pennsylvania Budget 18 Instructions for the State System of Higher Education, State- 19 Related Universities and Non-State-Related Colleges and 20 Universities." 21 Section 5. The Trustees of the Philadelphia College of 22 Osteopathic Medicine shall report on forms provided by the 23 Department of Education to both the chairman and minority 24 chairman of the Appropriations Committee of the Senate and the 25 chairman and minority chairman of the Appropriations Committee 26 of the House of Representatives by September 30, 1999, on how 27 State-appropriated funds were expended for fiscal year 1998-1999 28 to reduce the costs to Pennsylvania resident students or to 29 provide services to Pennsylvania residents. 30 Section 6.
