| AN ACT |
| |
1 | Designating Interstate Route I-84 84, within the borders of | <-- |
2 | Pennsylvania this Commonwealth, as the Fallen Trooper | <-- |
3 | Memorial Highway; and designating a bridge in Clarks Summit, | <-- |
4 | Lackawanna County, as the John E. Fitzgerald Memorial Bridge. |
5 | The General Assembly of the Commonwealth of Pennsylvania |
6 | hereby enacts as follows: |
7 | Section 1. Legislative findings. |
8 | The General Assembly finds as follows: |
9 | (1) The Pennsylvania State Police, created by Governor |
10 | Samuel W. Pennypacker on May 2, 1905, became the first |
11 | uniformed police organization of its kind in the United |
12 | States and a model for other state police agencies throughout |
13 | the nation. |
14 | (2) For more than a century, the Pennsylvania State |
15 | Police has forged a reputation for law enforcement |
16 | excellence, with its officers always prepared to give their |

1 | lives to save others. |
2 | (3) The core purpose of the Pennsylvania State Police is |
3 | to seek justice, preserve peace and improve the quality of |
4 | life for all. |
5 | (4) The core values of the Pennsylvania State Police are |
6 | honor, service, integrity, respect, trust, courage and duty. |
7 | (5) Each trooper swears to "be of service to anyone who |
8 | may be in danger or distress, and at all times so conduct |
9 | myself that the honor of the force may be upheld." |
10 | (6) On September 2, 1906, the first two Pennsylvania |
11 | State troopers were killed in the line of duty. |
12 | (7) No fewer than 93 Pennsylvania State Troopers have |
13 | given their lives to protect the citizens of this |
14 | Commonwealth. |
15 | (8) In order to honor the finest law enforcement agency |
16 | of its kind in the nation and its members that have made the |
17 | ultimate sacrifice, it is fitting that Interstate Route 84 be |
18 | officially designated as "Fallen Trooper Memorial Highway." |
19 | Section 2. Fallen Trooper Memorial Highway. |
20 | (a) Designation.--Interstate Route I-84 84, within the | <-- |
21 | borders of Pennsylvania this Commonwealth, is hereby designated | <-- |
22 | as the Fallen Trooper Memorial Highway. |
23 | (b) Signs.--The Department of Transportation shall erect and |
24 | maintain appropriate signs displaying the name of the highway to |
25 | traffic in both directions. |
26 | Section 3. John E. Fitzgerald Memorial Bridge. | <-- |
27 | (a) Findings.--John E. Fitzgerald was a civil engineer who |
28 | worked on the construction of the designated bridge and later |
29 | became the first superintendent of the Northeast Extension of |
30 | the Pennsylvania Turnpike. He served in that capacity for 13 |

1 | years before retiring. |
2 | (b) Designation.--The bridge on the Northeast Extension |
3 | located in Clarks Summit, which crosses over Routes 6 and 11 in |
4 | Lackawanna County, is hereby designated and shall be known as |
5 | the John E. Fitzgerald Memorial Bridge. |
6 | (c) Signs.--The Pennsylvania Turnpike Commission shall erect |
7 | and maintain appropriate signs displaying the name of the bridge |
8 | to traffic in both directions on the bridge. |
9 | Section 3 4. Effective date. | <-- |
10 | This act shall take effect in 60 days. |
