| AN ACT |
| |
1 | Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An |
2 | act relating to the public school system, including certain |
3 | provisions applicable as well to private and parochial |
4 | schools; amending, revising, consolidating and changing the |
5 | laws relating thereto," providing for county administration. |
6 | The General Assembly of the Commonwealth of Pennsylvania |
7 | hereby enacts as follows: |
8 | Section 1. The act of March 10, 1949 (P.L.30, No.14), known |
9 | as the Public School Code of 1949, is amended by adding a |
10 | section to read: |
11 | Section 211.1. County Administration.--(a) Notwithstanding |
12 | any other provision of this act, all administrative functions of |
13 | school districts of the second, third or fourth class within a |
14 | county shall be consolidated at the county level. Administrative |
15 | functions shall include, but are not limited to, payment of |
16 | payroll obligations, financial accounting and reporting, |
17 | purchasing and contracting with insurers, vendors and others. |
18 | The governing body of each county shall appoint a single county |
19 | superintendent for all schools within the county and may appoint |
20 | a solicitor and such other appointees and employes as it may |

1 | deem proper in carrying out the provisions of this section. Each |
2 | school district within a county shall pay a pro rata share of |
3 | the costs incurred by a county under this section, calculated |
4 | using the number of employes of the school district divided by |
5 | the total number of all school district employes within the |
6 | county. |
7 | (b) The provisions of this section shall not abrogate any |
8 | provision of a collective bargaining agreement or employment |
9 | contract that exists prior to the effective date of this |
10 | section. |
11 | Section 2. This act shall take effect in 60 days. |
