AN ACT 1 Making appropriations to the Philadelphia Health and Education 2 Corporation for the MCP Hahnemann University and for 3 continuation of pediatric services. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. (a) The sum of $8,142,000 is hereby appropriated 7 to the Philadelphia Health and Education Corporation for the MCP 8 Hahnemann University for the fiscal year July 1, 2000, to June 9 30, 2001, for instruction in the Doctor of Medicine program. 10 (b) The sum of $1,798,000 is hereby appropriated to the 11 Philadelphia Health and Education Corporation for the MCP 12 Hahnemann University for the fiscal year July 1, 2000, to June 13 30, 2001, for the general maintenance of the MCP Hahnemann 14 University, including the Allied Health, Professions and 15 Graduate School of the MCP Hahnemann University, and student 16 aid. 17 (c) The sum of $321,000 is hereby appropriated to the
1 Philadelphia Health and Education Corporation for the MCP 2 Hahnemann University for the fiscal year July 1, 2000, to June 3 30, 2001, for minority educational and recruitment programs. 4 (D) THE SUM OF $500,000 IS HEREBY APPROPRIATED TO THE <-- 5 PHILADELPHIA HEALTH AND EDUCATION CORPORATION FOR THE MCP 6 HAHNEMANN UNIVERSITY FOR THE FISCAL YEAR JULY 1, 2000, TO JUNE 7 30, 2001, FOR CARDIOVASCULAR STUDIES. 8 (d) (E) The sum of $3,000,000 $4,000,000 is hereby <-- 9 appropriated to the Philadelphia Health and Education 10 Corporation for the MCP Hahnemann University for the fiscal year 11 July 1, 2000, to June 30, 2001, for transition expenses. 12 (e) (F) The sum of $791,000 is hereby appropriated to the <-- 13 Philadelphia Health and Education Corporation, for the fiscal 14 year July 1, 2000, to June 30, 2001, for continued pediatric 15 outpatient and inpatient treatment of severe physically 16 disabling diseases. 17 (f) (G) The sum of $166,000 is hereby appropriated to the <-- 18 Philadelphia Health and Education Corporation, for the fiscal 19 year July 1, 2000, to June 30, 2001, for continued support of 20 the handicapped children's clinic. 21 Section 2. (a) Payments to the Philadelphia Health and 22 Education Corporation for the MCP Hahnemann University on 23 account of the appropriations provided in section 1(a), (b), (c) <-- 24 and (d) (C), (D) AND (E) shall be made quarterly by the <-- 25 Secretary of Education on the basis of costs during the fiscal 26 year and shall be conditioned on continuing authority for 27 inclusion on the Board of Trustees of the Philadelphia Health 28 and Education Corporation of a minimum of five persons who are 29 not elected officials and who are appointed by the Governor, the 30 President pro tempore of the Senate, the Minority Leader of the 20000S1366B1949 - 2 -
1 Senate, the Speaker of the House of Representatives and the 2 Minority Leader of the House of Representatives for terms of 3 office coterminous with that of the respective appointing 4 authority; AND SHALL BE FURTHER CONDITIONED ON THESE APPOINTEES <-- 5 RECEIVING FULL VOTING RIGHTS AS MEMBERS OF THE BOARD OF 6 TRUSTEES. 7 (b) Payments to the Philadelphia Health and Education 8 Corporation on account of the appropriations provided in section 9 1(e) and (f) 1(F) AND (G) shall be made by the Secretary of <-- 10 Health in equal quarterly payments. 11 Section 3. (a) The Philadelphia Health and Education 12 Corporation for the MCP Hahnemann University shall provide full, 13 complete and accurate information as may be required by the 14 Department of Education or the chairman or the minority chairman 15 of the Appropriations Committee of the Senate or the chairman or 16 the minority chairman of the Appropriations Committee of the 17 House of Representatives. 18 (b) The Philadelphia Health and Education Corporation shall 19 provide full, complete and accurate information for the 20 appropriation under section 1(e) and (f) 1(F) AND (G) as may be <-- 21 required by the Department of Health or the chairman or the 22 minority chairman of the Appropriations Committee of the Senate 23 or the chairman or the minority chairman of the Appropriations 24 Committee of the House of Representatives. 25 Section 4. The Philadelphia Health and Education Corporation 26 for the MCP Hahnemann University shall report its revenues and 27 expenditures and present its financial statements in accordance 28 with generally accepted accounting principles and procedures for 29 educational institutions as set forth in the "Higher Education 30 Finance Manual (1975)" and the "Commonwealth of Pennsylvania 20000S1366B1949 - 3 -
1 Budget Instructions for the State System of Higher Education, 2 State-Related Universities and Non-State-Related Colleges and 3 Universities." 4 Section 5. The trustees of the Philadelphia Health and 5 Education Corporation for the MCP Hahnemann University shall 6 report on forms provided by the Department of Education to both 7 the chairman and minority chairman of the Appropriations 8 Committee of the Senate and the chairman and minority chairman 9 of the Appropriations Committee of the House of Representatives 10 by September 30, 2001, on how State-appropriated funds were 11 expended for fiscal year 2000-2001 to reduce the costs to 12 Pennsylvania resident students or to provide services to 13 Pennsylvania residents. 14 Section 6.
