AN ACT 1 Amending Title 42 (Judiciary and Judicial Procedure) of the 2 Pennsylvania Consolidated Statutes, further providing for 3 selection of prospective jurors. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Section 4521(a) of Title 42 of the Pennsylvania 7 Consolidated Statutes is amended to read: 8 § 4521. Selection of prospective jurors. 9 (a) Preparation of master list of prospective jurors.-- 10 (1) At least annually the jury selection commission 11 shall prepare a master list of prospective jurors[.] that 12 shall contain the most recent available address for 13 prospective jurors. 14 (2) The list shall also contain [all] the following: 15 (i) All voter registration lists for the county, 16 which lists may be incorporated by reference, or names 17 from such other lists which in the opinion of the 18 commission will provide a number of names of prospective
1 jurors which is equal to or greater than the number of 2 names contained in the voter registration list. 3 (ii) The names and addresses of all persons who pay 4 taxes or are assessed for taxes imposed by any political 5 subdivisions. 6 (iii) The names and addresses of all persons 7 residing in the county who file a return for the payment 8 of taxes imposed by this Commonwealth, pursuant to 9 Article III of the act of March 4, 1971 (P.L.6, No.2), 10 known as the Tax Reform Code of 1971. 11 (3) The commission may, but will not be required to, 12 supplement the master list of prospective jurors to include, 13 without being limited to, persons in any of the following 14 categories: 15 [(1)] (i) Persons listed in telephone, city, municipal 16 directories and similar directories. 17 [(2) Persons who pay taxes or are assessed for taxes 18 imposed by any political subdivisions. 19 (3)] (ii) Persons in the county participating in any 20 State, county or local program authorized by law and, to the 21 extent such names are available, persons participating in any 22 Federal program authorized by law. 23 [(4)] (iii) Persons who are on school census lists. 24 [(5)] (iv) Any other person whose name does not appear 25 in the master list of prospective jurors and who meets the 26 qualifications for jurors set forth in this chapter and who 27 makes application to the commission to be listed on the 28 master list of prospective jurors. 29 (4) The information submitted under paragraph (2)(ii) 30 and (iii) shall be limited to the name and address of the 20020S1531B2247 - 2 -
1 person and shall contain no other identifying information or 2 any information concerning the taxes remitted. The 3 information provided under paragraph (2)(ii) and (iii) may 4 not be used for any purpose other than updating the master 5 juror list and identifying and contacting prospective jurors 6 pursuant to this subchapter. 7 * * * 8 Section 2.
