SENATE BILL

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, requiring compliance with Federal selective service
     3     requirements as part of application for learners' permits or
     4     drivers' licenses.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Title 75 of the Pennsylvania Consolidated
     8  Statutes is amended by adding a section to read:
     9  § 1521.  Compliance with Federal selective service requirements.
    10     (a)  General rule.--Any United States citizen or immigrant
    11  who is male, applies for a learner's permit, identification
    12  card, or driver's license or a renewal of any such permit, card,
    13  or license and who is at least 18 years of age, but less than 26
    14  years of age, must be registered in compliance with the
    15  requirements of section 3 of the Military Selective Service Act
    16  (62 Stat. 604, 50 U.S.C. App. § 451 et seq.).
    17     (b)  Effect of applicant's signature.--The applicant's
    18  signature on the application shall serve as an indication that


     1  the applicant either has already registered with the selective
     2  service system or that the applicant authorizes the department
     3  to forward the necessary personal information to the selective
     4  service system.
     5     (c)  Notification to applicant.--The department shall notify
     6  the applicant at the time of application that the applicant's
     7  signature constitutes authorization for the department to submit
     8  the necessary personal information of the applicant for
     9  registration with the selective service system, if the applicant
    10  has not already so registered.
    11     (d)  Reporting of information.--The department shall forward
    12  to the selective service system, in an electronic format
    13  acceptable to the selective service system, the necessary
    14  personal information of the applicants required to comply with
    15  subsection (a).
    16     Section 2.  This act shall take effect in 60 days.
