AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, further providing for content of driver's license 3 or identification card. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Section 1510(a) and (b) of Title 75 of the 7 Pennsylvania Consolidated Statutes are amended to read: 8 § 1510. Issuance and content of driver's license. 9 (a) General rule.--The department shall, upon payment of the 10 required fee, issue to every qualified applicant a driver's 11 license indicating the type or general class of vehicles the 12 licensee is authorized to drive and any endorsements or 13 restrictions, which license shall contain a distinguishing 14 number assigned by the department to the licensee, the actual 15 name, date of birth, residence address, a color photograph or 16 photographic facsimile of the licensee, at the option of the 17 licensee, the blood type of the licensee, such other information 18 as may be required by the department, and either a facsimile of
1 the signature of the licensee or a space upon which the licensee 2 shall write his usual signature with pen and ink. Personal 3 medical data and other information for use in an emergency may 4 be included as a part of the license. Information other than 5 that required to identify the licensee, the distinguishing 6 number and the class of license issued may be included in 7 microdata form. Except as provided in subsection (f), an 8 applicant shall include his Social Security number on his 9 license application, but the Social Security number shall not be 10 included on the license. No driver's license shall be valid 11 until it has been signed by the licensee. 12 (b) Identification card.--The department shall, upon payment 13 of the required fee, issue an identification card to any person 14 who has made application therefor in such manner as the 15 department shall prescribe or whose driver's license has been 16 surrendered to the department because of a suspension or 17 revocation of an operating privilege under this or any other 18 title. The identification card shall have substantially the same 19 content as a driver's license, including the option for listing 20 blood type but shall clearly indicate that it is not a driver's 21 license. Upon failure of any person to pass any examination 22 required under section 1514 (relating to expiration and renewal 23 of drivers' licenses), the department shall, where appropriate, 24 issue a complimentary identification card as an expression of 25 gratitude for years of safe driving.
