An Act amending the act of October 20, 1966 (3rd Sp. Sess., P. L. 96, No. 6), known as the "Mental Health and Mental Retardation Act of 1966," providing that adequate mental health and mental retardation services are to be provided to persons regardless of their living arrangements or whether or not they have previously been institutionalized.
