An Act providing for authority of the Department of Environmental Resources to license, permit, regulate, inspect and enforce regulations dealing with low-level radioactive waste disposal; providing other necessary authorities; establishing a mechanism to locate a site and to determine the operator of a low-level radioactive waste disposal facility; providing for a Public Advisory Committee on Low-Level Waste; providing for qualifications of members and appointments to the Appalachian States Low-Level Radioactive Waste Commission; providing for fee and surcharge systems to fund Pennsylvania's activities relating to this act and the compact; further providing for the power of the Environmental Quality Board; providing penalties; and making an appropriation.
