Subject: Carbon Storage Test Well
 
Pennsylvania has long been a powerhouse in energy and manufacturing. We need bipartisan solutions to ensure our state remains a leader in generation and industry through fully examining our potential in the national race for carbon storage.
 
We have all heard about the promise of addressing emissions by capturing carbon dioxide and storing it deep underground. This is only feasible in certain geologies; some of those areas have been identified in Pennsylvania, many have not.  In order to evaluate opportunities for carbon storage an up front investment in drilling test wells is needed.  It is critical that we identify areas where the specific geology is suitable for safe, sustainable carbon storage wells.
 
Our legislation will require the Department of Community and Economic Development, in consultation with the Department of Conservation and Natural Resources, to create a grant program which shall award funds to suitable entities to drill a carbon storage test well that complies with EPA’s Class VI well standards to analyze our geology.
 
The entities selected shall collaborate with the departments throughout the process and shall make all data collected from the project available and publicly accessible. The public-facing data will enable our private industry partners and geological experts to determine if carbon capture is effectively attainable in that region.
 
With the large amount of federal money that is flowing into carbon capture projects, carbon storage projects, and hydrogen hubs, it is time for Pennsylvania to move urgently to attract projects, high paying jobs, and dollars into our state.
 
Please join us in cosponsoring this important legislation to ensure Pennsylvania is the right place for carbon capture and storage.  It is time we take action and boldly explore the next generation of energy production, manufacturing technology and decarbonization.
