| Subject: | Voter ID Constitutional Amendment |
| Every election should be free, secure, fair, and instill public trust in the election process. Voter ID will ensure that all legal voters may vote and will prevent individuals from misrepresenting themselves when voting. By requiring identification to vote, all voters can walk out of their polling places with the confidence that their vote is cast and no one else will succeed in attempting to cast their ballot by misrepresenting them. Every day, Pennsylvanians are required to present identification to purchase spirits, open a bank account, or exercise other Constitutional rights in order to ensure compliance with the law. Voting should be no exception. We will soon introduce legislation amending the Pennsylvania Constitution to require voters to provide valid identification in order to vote in an election. This measure, which was approved last session, would be placed on the ballot as a proposed amendment if passed again this session. This would provide voters with the ultimate say in deciding whether or not identification should be required in each election. The amendment will include language that makes clear that both photo and non-photo options are acceptable forms of identification and will include the entire list of acceptable forms of identification for first-time voters.
